Services shoreline reports the ordinance of use and exploitation of beaches (22/06/2015)

To the various criticisms, comments and complaints made by users in media and social networks in relation to the modification of the Municipal Ordinance of use and exploitation of Playas approved in 2015 from the City Council and from the Department of Coastal Services is to make a number of clarifications in the face of all users are aware of the procedures and agreements adopted.

Mazarrón Town Council within its competence approved the January 18, 2008 the Municipal Ordinance of use and exploitation of beaches (BORM March 6, 2008) and need to face the proper use and utilization of the 35 km of coastline with which to the municipality and the compatibility of the uses of the beach by the various users, in order to avoid conflicts between them.

That on February 24, 2015 all the groups that make up the Municipal Council unanimously approved the modification of the Ordinance in the part relating solely to the presence of animals on the beaches and the implementation of so-called (beaches canine), which was published with initial character in BORM 20 March 2015. That initial publication of this change no claims were made so I became final and thus published in the BORM of 17 June 2015.

For all the above and to the various criticisms and comments received the following clarifications are made in the areas of "beach games" and "Dog Beach" and "camping and bonfires" face to try to resolve the doubts about this amendment:

Regarding canine Beaches: they are enabled three met the following features, which are not within any of the quality systems;

who did not have high numbers of people and that were distributed throughout the municipality, so under these premises two urban beaches such as the Gachero, mulberry and natural as Covaticas were selected.

These beaches are of different characteristics so that we have a natural beach as Covaticas in which both pet and owner can fully enjoy the beach;

and two urban one arena in which both owners and pets can enjoy the beach as the mulberry trees;

and an urban second, in this case, stone floor where the owner can walk with your pet and is entering the water in the center of town.

The beaches are equipped with the necessary means to face perfectly defined and limited quedase the beginning and end of them, and the rules of use of the beach;

also they have been equipped with special paper and a cleanup plan reinforced which we believe is sufficient for proper maintenance.

In relation to the Games in beach Report on the amendment made in 2015 at any time modify any of the provisions of the ordinance passed in 2008, making comments referring to this area in the new wording of the ordinance they have no legal basis and do not respond to reality.

The ordinance states that are prohibited games in the terms established by law and provided they affect third parties, and the specification of sanctions at no time explicitly includes the penalty for playing on the beach, having be taken into consideration when it violates the regulations or seriously affecting other beach users, so a hypothetical penalty is submitted to the competent authority that the set (State Security Forces or Local Police).

Finally with respect to the camping and campfires are prohibited same response to the current legislation prohibiting Coastal camping on the beach without proper authorization and in case of fires and barbecues are prohibited from taking them to the same regulations as regulatory risk of forest fires.

In either case the City Council appeals to public awareness to meet the established standards and otherwise a series of sanctions for those who breach the rules are set.
