Citizen Participation creates a fixed schedule for their boards (03/09/2011)

The Department of Citizen Participation Mazarrón Town Council decided to set a permanent schedule for both the neighborhood councils and sectoral participation since last June have been held with great success.

Your manager, the mayor David Fernandez, explained: "This initiative responds to the faithful and strong commitment that the new government team has acquired the citizens to give this council a real content to make it effective today has been called Democracy Real ".

Therefore, the 5 neighborhood councils be held every two months with a fixed schedule "so that all citizens know when they have the opportunity to participate actively in social and political life of the municipality."

Thus, the second Wednesday of odd months will be dedicated to West Neighborhood Council, which included the hamlets of Leiva, Atalaya, Majada, and Cañadas del Romero Gañuelas.

Third Wednesday, if the month is odd, convene the Ifre Neighborhood Council, which comprises the hamlets of Cañada de Gallego Ifre-Ifre-Pastrana and where, moreover, lie the villages of Hunters and Percheles.

The fourth Wednesday of odd months will be dedicated to the Neighborhood Council Saladillo in which they are framed and the Saladillo Camposol urban entities and Country Club.

The first Wednesday of even months will take place on the Coastal Neighborhood Council with the participation of Puerto de Mazarrón, Bolnuevo, and the hamlets of Balsicas and Lorente.

Finally the second Wednesday of each month the pair celebrated Mazarrón Neighborhood Council, which falls to the capital of the municipality, the districts of corners and Garrobo and population center of the mulberry trees.

Sector councils also have a fixed schedule and meetings are also held on Thursdays every other month.

The second Thursday of odd months is planned for the Sports, the third Thursday of Education and Culture, and the fourth will touch the Youth.

It is intended that these tips may arise in the future, the Board of Sports, a possible cultural patronage, and the Municipal Youth Council, which would take the witness of this initiative promoted by the council.

In even months, the first Thursday will be dedicated to Environment, the second Health and Social Policy, the third will revolve around tourism and the fourth will discuss trade and consumption.

Finally add that he is also planning to conduct a Municipal Economic and Social Council to bring together trade unions and employers as well as representatives of the self-employed, whose role is to analyze the economic reality of the city and find new strategies for growth and job creation .

This council will be held Saturday on a quarterly basis.

In the second phase meeting, which begins on Wednesday September 7 with the West Neighborhood Council, will be released the regulations drawn from the Department of Citizen Participation for the proper functioning of the councils.

The draft of the regulation "is finished and will soon go through the legal advice of the consistory."

The regulation will be announced in each of the councils, and once filed, will rise to the Municipal Council for initial approval.

After this initial approval will open a period of claims to it, and once they are resolved will be returned to the plenary for final approval.

David Fernandez is intended that "the decisions emanating from each council are taken as binding by the Councillor for Citizen Participation to be debated and voted in the Municipal Council."

This initiative "is a particular level my commitment," he pointed Fernandez, "and that this binding will not be reflected as such in the Regulation because there can be no legal system to force an elected official to make a decision by default".

According to Fernandez, "intend that this regulation is the embryo of a future model for citizen participation in neighborhood councils which can be reconverted into Neighborhood whose representatives would be elected by and whose reports were binding and enforceable."

This model of "participatory democracy is a pioneer in the region despite the fact that other municipalities such as Totana, San Pedro del Pinatar Lorca, have already undertaken similar initiatives which also recently joined the City of Murcia".

As Fernandez says, "is a pioneer because, unlike the others, this government intends to team Citizen Participation Councils (CPC) may in the future, having nature of a decision in one parcel and municipal policies not only limited to a simple gathering exercise complaints. And we want it is because the current members of the government team understand what the past Mazarron said May 22 they want to be heard and considered by their leaders continuously and not only once every four years.
